Job Title:              Community & Economic Development Director

Department:         Community & Economic Development

Reports To:          City Manager

Status:                  Full Time, Exempt

Starting Wage:    $70,375-$87,918.50

Close Date:          July 2, 2018

Hours:                  Generally, Monday-Friday, 8AM to 5PM, some after-hours time required


Position Summary:

This position is responsible for directing and managing the Community & Economic Development Department.  Oversee and ensure quality service related to planning, economic development, permitting, and code enforcement, and supervise staff in these areas.   Implement the general plan and other land use and economic development policies of the City.  Conduct research; prepare draft ordinances and other draft policy documents for City Council consideration.  This position is responsible for overseeing subordinate employees and fulfilling other duties as assigned by the City Manager.


Required Knowledge, Skills, and Abilities:

  • Knowledge of principles and practices of municipal planning; Business English usage, spelling, grammar, and punctuation; City government organization, functions, policies, rules and regulations; Principles and practices of economic development, transportation planning and models and forecasting methods; Applicable local, state, and federal regulations and procedures concerning community development and housing, environmental practices and zoning issues related to municipal planning and transportation planning; Project management methods and practices, including methods of preparing designs, plans, specifications, estimates, reports, and recommendations;
  • Skilled in handling multiple projects with interruptions; Considering the relative costs and benefits of potential actions in order to ensure selection of the most appropriate solution; Prioritizing and organizing workload to meet deadlines;
  • Ability to communicate effectively both verbally and in writing; Supervise, train, and motivate department personnel; Develop and administer a departmental budget; Establish and maintain working relationships with others;

Duties require sufficient mobility to work in a typical office setting and use standard office equipment, as well as sustained posture in a seated position for prolonged periods of time. Specific vision requirements for this position include close vision, distance vision, peripheral vision, and depth perception.

Minimum Qualifications:

  • Bachelor's degree (BS/BA) in public administration, business administration, urban planning, urban design, architecture, engineering, landscape architecture, or related field, and
  • Four to five (4-5) years of progressively responsible professional level experience in economic or community development, research, business administration or closely related field; a master's Degree in one of the fields listed above may be substituted for one (1) years' experience.
  • Or an equivalent combination of education and experience


Preferred Qualifications:

  • Master's Degree in Public Administration, Business Administration, Planning, Urban Design, Economics, or closely related field.
  • AICP (American Institute of Certified Planners) Certification
  • Experience in grant writing
  • Knowledge and experience working with RDA's, CDA's and EDA's.
  • Knowledge of process and allocation of Impact Fees.
  • Knowledge and experience in municipal economic development.
